This is usually a setting found within the hardware software itself not in cubase. There is usually a separate software utility that handles this. They all look different.
The problem though is it's hardware specific and I don't own a UR-RT2 so you may have to take a look at the manual for...
Try unchecking direct monitoring in your asio settings. Picture number 4 in that post.
I will warn you though, there may be latency if you do this but my thought is that it will allow you to monitor fx in cubase with it turned off.
If that's not it, I honestly am not sure. Everything else...
I'm not a logic user but in all honesty if you like garageband but can't stand the limitations just snag Logic. It shouldn't be to much of a learning curve jump from garageband and it's not gimped like garageband.
I usually record fairly loud. I want the speaker cab to vibrate a bit and I want the speakers to be moving some air. I think it sounds better, plus I just stick the cab in a different room.
I'm more into modern tones where you drive the hell out of the preamp stage vs cooking the power...
Garageband is a pretty lightweight recording program by comparison. You should be able to import audio and midi files into pretty much any DAW sans that one (mostly, not all).
This would include:
1. Logic
2. Pro tools
3. Abelton live
4. Studio one
5. All variations of cubase
6. Reaper...
To add to the above.
Hit x again and it will give you the fade window where you can customise the length of the cross fade as well as change other perameters.
I use cubase pro and have for almost 15 years now.
That said, I don't recommend it to people starting. If reaper existed when I started I would have gone with that. The price is just to good for a full featured daw.
Studio one is also excellent and not so dang expensive.
I don't even really mess with ebay at all. I've had good experiences with reverb so I just stick with that for now. I mostly try to deal through craigslist when I can because face to face is the best.

I think it comes with a couple amps and maybe 1 or 2 stompboxes. It's quite a bit smaller than the full version but it runs stand alone and it's free.
Bluetooth 5.0 seems really promising with the added bandwidth. I would start at least with that for criteria as it is most likely to sound better with the extra bandwidth (at least you would hope, who knows how these companies prioritize things).
