There should be no W7 interference with a viable ASIO driver. I do not see how that would even be possible. Windows has no control once a audio driver is selected as default.
In the case here, as long as the OP has selected his hand written 'Fast Track' and it's written ASIO driver as both the ASIO device in his DAW, as well as the default audio device in Windows, there will be no conflict with input levels via Windows. There will not be any options. Just sayin....
