Where can I get free effects plug ins?

I don't know much about this program. My buddy opened up his effects list and had alot. I have the basic program and there is hardly any. I want those cool easy to use, good sounding ones he has.....

Also keep in mind that "great sounding" and "free plug-in's" rarely go hand in hand, but as slackmaster points out, even if a crappy sounding plug-in comes in handy one time then it's a good value.
