What's the difference between a preamp and an active DI?

Trying to decide on the best preamp/DI to match with my K&K Pure Mini's installed in my guitars.

I was at first going to go for the K&K XLR preamp, but I've been overwhelmed with all the other options out there.

I've now been looking at the Radial JDV, but I'm not sure if it's a preamp or just an active DI? What is the difference between an active DI and a preamp? I know a DI box takes a unbalanced signal and converts it to a balanced, but what are the differences in gain staging and output level?
