What is this effect??? (Escape)

Can anyone tell me what type of effect is used on the Enrique Iglesias song, "Escape," in the very begining. I have attached the MP3! It is an underwater wah wah muffley sounding effect. If someone can help, that would be great. I have a VS-2480 and three VS8f-2 boards, can I get something close to this on my board? Thanks!
