What does this mean?

Use balanced lines and tie the cable shield to the metal chassis (right where it enters the chassis) at both ends of the cable

What do they mean by 'tie the cable shield to the metal chassis...."
 
Just that: connect the shield to the case. Just in case the jack assembly, which is grounded to the case, isn't really grounded to the case.
 
Sometimes the physical connection between an RCA jack assembly and the case it's mounted to isn't electrically connected enough to prevent a voltage differential from showing up. Sure- this is bullshit most of the time, but shit happens. Those anal enough to care will solder a wire to the case and then solder the other end to the shield of whatever cable is plugged into it. It sure looks like a "professional" technique. At least enough to fool that juicy babe you've conned into checking out your studio..... :)
