I notice on alot of equipment that they had a pad button or on Octava 012 they have a screw on item

what does it do besides make it quieter?

Nothing, thats what a pad does, takes off a little of what you are putting in

what the point of even wiring that into a Amp or microphone

Errr ... to make it quieter? Stick a condenser in front of a guitar amp, listen to the distortion you get and then switch the pad on. Then run a search to find out more.
