wav files and copyrights

im approaching the last thread from a different angle.
what is the rule as far as using voice/news WAV files found on the internet? is there some sort of copyright law if they are found freely on the internet? if you give "forever at sea" or "stir" a listen on my site, those are the kinds of WAV files i am talking about.
also, what is the quickest way to copyright a song?

Most news reports have a copyright, so you're stealing. For the sound your using on Forever at Sea just nab some stuff off a police scanner or make it up.

A song has a copyright when you write it. 30 clams to the feds gives you protection that'll hold up in court. Nothing else works. If you have a bunch of songs, register them as a collection and save money.

Take a look at the language in the copyright laws. It doesn't matter HOW the material is reproduced, it's the CONTENT that is copyrighted.

my check is already out in the mail to the copyright offices for those and other songs i have made.
