I am trying to use the vst pluggin VOICE GENERATOR in nuendo and cubase and I cant understand it. It has a keyboard on it and the only way I can get the voice to actually be different if is I click on one of the keys at the bottom of the screen. I am not using a midi synthesizor or keyboard, so I dont have anyway to generate or trigger sounds other than my computer. What I am trying to do is just make the voice sound somewhat distorted, not like noise disortion, just like its comming through a telephone or another room or something like that. Is this the right tool and how do i use it?

You might want to try the Bitcrusher vst that comes with Cubase.

you've got a telephone sound preset on your EQ of each channel...try that..I haven't used it but it's worth a try
