anyone know some basic equipment to give cool vocal effects? for recording or live or both. cheaper the better of course but anything to look at would be appreciated. thanks.

Check any local music store......
You are looking for chorus, reverb, and delay. I would advise against asking us how to use them and suggest instead that you read the instruction booklet and practice.....

yeh well i've used those effects with recording softwear such as cool edit, so i know a bit of background on them...im just seeing if theres any good vocal effects equipment out there rather than softwear, and im pretty much stuck to browsing online for music stuff...since my "local" instrument and music store is 45 minutes away

For cheap, realtime vocal effects, I use an Alesis Ineko.
