vocal effect

Does anyone know what the vocal effect is that is used on the Rufus and Chaka Khan tune "Tell me something good" it sounds similar to the effect used on bon jovi living on a prayer some sort of modulating filter?

The bonjovi think is a talkbox. I have no idea of the chaka khan thingy but it could be a talkbox or a vocoder, which have similar sounds.

The Chaka Khan effect is not a vocoder, so I guess its the box you refer to. Can you still get them? if so do you know where from?
