US-428 problem

Hi.
I have a problem with my USB interface. I'm using a homemade computer (ASUS P4PE Mobo, P4 2 GHz chip, 1 Gig Ram, Multiple IDE and SCSI hard drives (7.2K-10K RPM), ATI Radeon 7500 Vid card and dual monitor. I'm running Cubase VST/32 and Windows XP pro.

My problem: none of the 428's controllers work on this computer. The drivers are installed, and the control panel indicates the device is working. As an experiment, i installed it in my laptop with Cubase, and the 428 is fully functioning on my laptop, but on my main computer i cannot get the scroll wheel or any of the stop/record buttons, or any of the faders to work. I can, however, get audio through the unit. If i play audio using my mouse, the play button on the unit will light, but i can't shut it off using the 428. In cubase, i have all the proper settings to make it work, according to the manual. I've even replaced the USB cable, reinstalled the drivers, reinstalled cubase, and reinstalled windows. It all started because i was trying to get a plugin to work properly...i was step recording drums with Battery using MIDI and a keyboard...but the program kept outputting piano sounds instead of drum sounds, which was very confusing. I got the drum sound problem fixed, but i got another problem in exchange. Anyone have any ideas what to do? Can't seem to get tascam support to reply to me.
