1.) How do I make it so that the tempo and pitch sounds the same when I mix down to and audio track?

Everytime I export my mixdownand make it so that it automatically loads up in an audio track, it sound off-beat and the pitch doesn't match.

2.) How do I make it so that I can hear what I'm playing when controlling a vst instrument with an external midi keyboard? In other words, is it possible to play the soft synths while hearing their sounds like in fruityloops, nuendo, orion, and other programs?

I take it you're using a SB Live or some sort of "relative" of such... Audigy, etc.

The problem with those cards (one of them, anyway....) is that you are locked into a sample rate of 48 khz. When you export and play back in the same project, you are probably getting the rest of your work at 48khz and the exported track (probably exported to 44.1, which is the default setting because that's what CD's are encoded to) at 44.1khz, which will result in a change in pitch and speed.

Question 2:

To do this, you need to make sure that the VSTi's are routed to the master mixer.... anything that you're hearing will be coming from there. Check that sort of thing.... it's all pretty much in the manual for that question.
