tuning 10" yamaha tom

This is driving me crazy. If I tune the top head where I want it, the bottom head raises in pitch. If I then tune the bottom head where I want it, the top head lowers in pitch. Advice please? (I am trying to tune these heads to a 'D').

The top head had just come totally loose, and the heads had to build up tension again. This drum has a joint lugs, instead of independent lugs. That may have had something to do with it. It was a matter of flipping the drum over and over and retuning until they met each other.
 
Joint lugs mounts can sometimes be tricky like that. However, you might want to double-check and make sure the joint lug mount is securely attached to the shell with no slop whatsoever. A loose joint mount can make the problem you describe much worse because the the lug bolts are pushing and pulling on a floating mounting point rather than a solidly-anchored one.
