trouble loading

hi,i am totally noob but need help or direction if poss.
i have evaluation reaper version at moment which is up and running but when i try to run something which i downloaded called proteus(i think this is like a synth but not sure) and a couple other synths i downloaded they wont run.
i have extracted files to desktop but get a .dll error saying it needs to find what program created it (or something like that).
i am running windows 7.
p.s what other programs would you recommend to get(prefferably free at the moment).

If the DLL files are VST plugins, you need to put them in the Reaper plugins folder.
