I think you're talking about VSTi's, not regular VST's. The 'I" is for Instruments. Not sure which is the best, but EMU has Proteus VX as a free download. Might find something useful with that.

If you're talking about regular VST's, then I agree with SeaFroggy's, UAD.

Whether these are the best, I cannot say. They're bleedin' good though;
i. Sampletank 2 {a good general purpose one, lots of great sounds and you can import your own sounds as well as others}
ii. Miroslav philharmonik {An entire orchestra}.
iii. M-TRON {The mellotron}
iv. B4 {Hammond organ}
v. Lounge Lizard {Fender Rhodes and Wurlitzer electric pianos}
vi. Swar systems {Great Indian instruments}
vii. Zero G harmonica
viii. First Call horns {probably not the best, but for the money, good}
ix. Celtic Instruments {Pipes, harmonicas, percussion}.
x. Sonik synth {another good general one. I found it almost identical to Sampletank 2).

A lot of nice free VSTi's out there if you look. The KVR site is a good place to start.

Circle VSTi

Circle by Future audio workshop is my favorite bass synth to use for production.

Also I made a preset pack called Drawing Circles vol 1. that includes 40 New bass sounds and 73 new Wavetables to add to the already amazing sounds this Synth produces. Its great for beginners and advanced producers.

Try Xpand. It is a factory plugin that comes with pro tools, but its an awesome synth virtual instrument. Also for drums, try Steven Slate Drums.
