There has got to be a better way...

I am having big troubles with my MIDI that I never had before until recently. To give a brief summary, I have been using the same DAW for several years now, a US-428 Tascam unit (USB 1.1) with Cubase VST/32 and am trying to figure out if it is my DAW, my software, or *gulp* my PC, or maybe even my DAW driver that is the issue... The issue: MIDI hiccups when playing in real time with the mix with latency set at 33 milliseconds. I never had this problem before

My DAW is connected via onboard USB on my MOBO. I have set the latency to 1028 which is about 54 milliseconds of delay, and that eliminates MOST of the problem that I have, but the sound is delayed just enough that it affects my playing in real time with the mix. When i set it lower, say to 33 milliseconds (512 latency setting on the board), it will play fine, but then it hiccups, and that affects my playing... I thought maybe it was my DAW, so I purchased a separate MIDI to USB cable to see if it would fix the issue. It didn't: same issues. I feel like this eliminates the DAW hardware as being the problem. My next step is to use an older driver for the US428 that I know worked before, and if it does not work after that, I will install a USB PCI card and connect my DAW that way (although I do not believe this will help- I still have to troubleshoot). If after that does not work, I will be at a total loss on what the issue is- and I just have a hard time saying it is my PC when it does not have any problems whatsoever and has been perfect since I put it together 4 years ago. Has anyone in here experienced something of this nature and if so, how did you remedy it?
 
ya the install an older version of the driver sopunds like a good Idea.

I really am not equiped to give advice on this exept that if all else fails, maybe back up everything and wipe the pc clean, then re-install everything.
