Is there a program that will do a diagnostic on my computer to tell me how many simultaneous tracks I can record/playback and how many synths/plug ins I can run at once? I am running a Pentium 4 1.6 with a gig of ram...

Yeah.

It's called 'Loading Up Your Favorite Sequencer With Tracks and Plugins Until It Slows Down'.

You won't hurt anything by doing this and, since some sequencer applications are WAY more CPU-intensive than others, it's a very subjective thing.
