Tascam MS-16 blowing fuses?

There are 2 Fuses for the Rec/Play Output.
They are both the same type of fuse.
One Fuse is fine, but the other keeps blowing
when I turn the Transport power on.
Any ideas on why this is and how I can fix it?

I'd pull all the amp cards and see if it still blows. If it doesn't then start putting cards in one at a time (powering off in between of course) until it pops the fuse and then start troubleshooting that card. Also, when the fuse pops I'd try ANOTHER card in that same card slot in the event its not the card but something with that slot.

I have tried with the Transport plugged into the
Amplifier Unit and not plugged in.
Same thing happened.
That's what I thought the problem was, I first
tried with it unplugged and thought maybe
it blew because the circuit wasn't completed.
 
I just read that fuses will blow because some other part
is not functioning properly rather than the fuse itself
and the it is preventing a fire or damage to the equipment.
So I'm wondering where the problem may lie.
There are SO many problems with my machine that
it really could be anything.
I guess I'll stop messing with it and
just save up money to get it serviced.

MAN! I just want to use this damn machine for once.
I've owned it for almost a year and I still haven't recorded yet!
