Tascam Model 32 Transport issues

Help, I have the Tascam 32 reel to reel. Sat for several months. Powered it up and it starts to rewind and will not stop unless the tension arm is lowered. No Play, Forward or rewind switches will work. Any thoughts ?

I have seen those machines that did this but to date I don't remember what the solution was. I am sure there is a way to repair it.
