Tascam Midistudio 688 bad capacitors?

Hello,

I have a Tascam Midistudio 688 that has many problems and doesn't work. I got this thing almost for free so I'm trying to fix it up.

I've pulled off the main panel (the one with all the pots and inputs) and I can see the PCB adjacent to the power transformer. All of the large electrolytic caps have an orange-ish substance beneath them, and I'm wondering if anyone here who has pulled one of these apart has seen this AND has a functioning unit. I ask because I don't want to order a bunch of new caps and recap the whole board only to find that the orange stuff was just glue.

A picture would answer the question for certain, but if it is just around the base of the caps it is likely just glue.
 
I picked up a 688 a couple of weeks ago that was in sad shape, paid $15...I recaped the power supply and to answer your question it's just glue, mine had the same stuff on it...I replaced the capstan motor, belt and idler assembly and calibrated it as best I could without a test tape and now it sounds great!
