You might try asking someone in a high school band to do the cello part; there is mucho talent there and the student might do it for a McDonald's gift cert.
A Jr. college is another place to look. Just tell the student his/her name will appear in the credits.
As to you question about a "program" for a cello, I'm not sure. However, there are mucho cello patches you can get, and maybe even for free, on the net.
