Stupid ART mic preamp question.

Hey guys.
Just bought the Art hot pack with mp tube preamp and condenser mic. (yes I'm a cheapskate). I get a loud whooshing sound no matter what setting I use, room is quiet, no external noise. I follow the directions, says gradually turn up the input control until the clip LED turns to red, then back off slightly. No matter what I do or what setting I use, the clip LED remains green and I've used every possible setting. stupid question 2- If I'm using the phantom power on the mic pre, do I also need to use the phantom power switch on the digital recorder I'm running the mic. into? Something must be wrong with the gear you bought. Try the preamp with another mic, or the mic with another preamp to find out where the problem lies. And then return the defect device.

Darrin is right, don't put any phantom power into the preamp (that applies to any device that doesn't clearly state that it needs phantom powering!). It's the mic that needs to be powered and I understand from what you write that the preamp can do that.
