You already got the right answer - at least part of it.

If you want to stop bass, you need mass, period. No if's ands or buts about it. Now, will mass BY ITSELF fix everything? No. Lots of mass over a hollow space will just transfer bass at a lower frequency more efficiently.

Fill the space with something like Rockwool and double or triple layer the sheetrock/drywall.

IF you can build the space from scratch, you can also isolate the room structurally. Sound travels via air and via structure. Doing what has been described above will assist with stopping airborne passage. However, your ceiling and walls are still attached to the structure above. To take the next step in stopping sound transfer, isolate those with floating walls/ceiling - RSIC type connections, etc.

Yes, this foam is crap. Who ever is trying to sell it as acoustic foam needs to be shoved in a box full of it and lit on fire.
