Would it be wise to do this effect on all tracks that are in stereo or just on the final mix down?

Technically speaking, it's a "mastering" tool. It should generally only be applied to a final Mix, and to be honest, I've never used it so far.

Sometimes.....(sometimes)

I use the "Max Expansion" effect on chorus or hook vocals...kinda "spreads them out"....

For panning, Im sure we'd all recommend using either the individual pan settings per track in multitrack, or the envelopes....more "hands on"...

Using this effect causes phase problems in mono. The more the effect, the more it disapears in mono. It is normally used sparingly, if at all.

... and if used in multitrack view, there's a bug in it. If you adjust the width while playing, you'll probably hear no change. The change becomes audible if you stop playback and restart playback.
