you dont need that many mics- for drums, start with 2 or 3 mics. 1 or 2 sm57s ($80 each) and a D112 ($150 used) are a good start, very versitle. use a 57 as an overhead, and if you can afford another, use it on snare, D112 on kick. mic placement and EQ are much more important than having a million mics.
then youve got to record. Either get a 4 channel yamaha mixer ($100) and go straight into whatever PC soundcard you have (you wont be able to "mix" though, youll have to get all the levels and EQ right before you hit record) or go for a tascam cassette 4-track if you want to be able to mix different signals after you record. track the guitars and vocals seperately. either way that puts you at about $350. A headphone amp is also a very useful addition if you are going to be tracking. you can get them for $50 bucks.
if you spend your money on ten $20 radioshack or nady mics, you'll just end up throwing them away soon. Buy less items, but buy items of decent quality so you can add to your setup in the future.
good luck
