when i solo a track, i can still hear the other tracks, only at a lower level, anyone have any idea why this could be?

Did you record the track with a mic?
Sometime if you have the volume up to high you can get "bleed" from your headphones.
Also it could be something that was improperly routed.
To amnswer this question more information on how you are recording will be necessary.

It's probably either a question of bleed, mixer routing, or recording with a soundblaster card whose input is set to "what you hear".
Or else your Sonar install is broken. If you open a new project, drag the clip over to the new project, and play it there, do you still hear the other tracks? If so, it's in the wave, and it's one of the three things I said at first.
