my church acoustics are really bad. it is basically a gym with a stage. roughly 40 ft x 70 ft with a 25 ft ceiling. i am thinking of building 24" x 84" frames from 2x4's, attaching a 1/4" plywood back, and stuffing them with fiberglass insulation. then covering them with a nice, breathable fabric. the would be mounted off the wall about 1" by the time i get the mounts and stuff figured out. would that work for taming the high/high mid frequencies?

Dont use a plywood backing because you want the backs to be absorbent and it will just add weight. You can also get away with using 1x1 or 1x2 for the frames. Glue some rigid fiberglass directly to the frame. Then you can mount a rail going across the wall that the frames attach to. You can space out the mounting rail however far from the wall you need to get a little extra air space behind the absorbers.
