Is it possible to apply effects to only a portion of a track in n-track. If so, how do you do it?

Well there are a few different ways, depending on the type of effect you are using.
If it is an effect that you can use on an Aux channel, you can use the automated fader recording and playback of the sends and returns. Or you can draw the Aux channel envelopes.
Likewise, if you are using an automated effect on an insert, you can draw the effects parameters envelopes.
Another option would be to copy the track and apply the effect to the copied track. Then highlight the section of the original track that you want the effect to be at, and select to silence selection. Then on the copy, you can either silence the parts prior to and after the section or drag the track handles at the beginning and the end of the track so that only the section you want is played.
