Is it possible and legal to download a song from a cd and remove the vocals to create a performance cd?
 
In a word the short answer is no. Some publishers allow the use of their material if you only distribute a certain number of copies and charge little or nothing for them,basically the cost to produce or less.
I have seen a it done howbeit illegally where a vocalist(s) will record to a vocal backing track and then sell the copies at their gigs. Technically they could be sued.
 
Legal issues aside, you'll have a hard time simply removing vocals from a standard CD, if this is what you're planning to do....

Karaoke tricks use EQ to carve out the center of the stereo mix, but this is not practical surgery; it usually carves out EVERYTHING in the center leaving a mess.

If you want backing tracks, get midi files and remove the lead track or buy karaoke cds....
