sampler and sound

I want a simple sample program (equiv. to say S1000) that allows me to organise my wave file individually on PC; you know mess with tempo, pitch, level etc. I also need a simple sound module, is it best to get a new sound card or can I get software that will do the biz? It all has to be as cheap as pos. Also, is there a really cheap sequencing programme for PC, maybe with audio capability?
 
Cheap Soundcard - Check out the Soundblaster series of soundcards (Soundblaster Live Value). They can load soundfonts, which are samples. So a soundblaster can be a inexpensive sample player (sampler).


Simple sound module? Check out Roland JV1010.

Cheap Sequencing Software - Check out Power Tracks Pro (~$29) It does MIDI sequencing and digital audio.

Might also want to check out a looping program like Acid Music--about $50. You can change tempo and pitch.
