Room prep for vocal recordings

I have converted my apts bedroom, to a scale down recording studio.

My issue, is that although my mic is plugged direct, it also pics up room noise. (this is the only instrument that I cannot control with the direct link to my recorder)

My question: How do I insulate my room, so that the mic doesn't pickup to much outside sounds?

Right now I have all 4 walls cover with a wavy type black foam.
I have been told to take 4 peices off per wall changing the config per wall. I was told that I needed to do this for aucoustic reasons.
Which is better Completely covered/or sparatically placed?
