Hissing, or Distorted Cracking when recording? (help)

I got this MXL 990 like 3ish weeks ago and started recording just fine, and clear. Well, after a few days, Audacity started screwing up on me so i switched to the full version of Sony Acid Pro. Again, recording was no problem. Then, that started screwing up on me. so now, I'm using adobe audition, and im thinking the only problem is my settings. because now, i get this long hissing sound, or short crackles instead of my words when i record. I have a MXL 990 Condenser mic, Blue Icicle Preamp/converter, and a Toshiba laptop with Windows 7. Please, I need help, because I've been unable to record. :(

I don't know anything about the Blue Icicle, but suspect its converter is marginal in quality (judging by the price). Are you sure you have the gain knob turned up on it? Is whatever DAW you are using recognizing the device as the input?

i'm new to the aspects of recording, I'm sorry I have no clue as to DAWs haha..But yes, the knob is all the way turned up, and even when its not, i still get a loud hissing or just short loud cracks. This hasn't happened before.

Do you have your DAW project's sampling frequency set to match the Icicle's sampling frequency?

i don't believe so, can you explain how to do this please?

And maybe a few different microphones ~ depending on what sources you are recording.

oh sorry, i haven't changed any settings. and yeah, this is just temporary, but i mean it was fine before. im going to save money though for a new interface.

i have no idea. i completely quit with audacity, i knew from the start it was garbage anyway. i unplugged and plugged my mic in today so many times and it actually improved on and off in Audition when i turned the preamp way down. im obviously aware i need an actual mixer rather than a preamp converter, this is just temporary. idk though, im guessing its the settings in the programs not being correct with what im working with

honestly blue icicle is crap , i bought it too and it was a plain bad experience. I have the same mic , mxl 990 and similar problem. I simply threw that piece of crap away , you can return it if its possible . I bought a Presonus audiobox usb

and its been working great after that , it has 2 channels for 2 instruments. Can connect my monitors aswell. It also comes with Studio one Artist , Software to record your audio projects.

it actually improved on and off in Audition when i turned the preamp way down.

Sounds to me like there is not enough electrical current to power the internal preamp, A/D conversion and -48V phantom power output of the Icicle. I don't think it is likely that the PC's USB port is not providing enough current, but if you have other USB powered devices connected to your PC while using, disconnect them and see if that helps.
