How do radio stations achieve those modulated "sizzle" vocal effects heard on intros and promos? Are they using a dedicated voice processor or plug-ins?

I'm sure there are good plugins that can do the job better, but I just EQ the bass and mids all the way down and leave the treble at +3 or something - then you get that emulated radio noise.
I think he's referring to that in-your-face, larger-than-life vocal sound that you hear in most on-air station promos these days, rather than the narrowband crappy 'radio' sound.
Getting the lo-fi radio sound is easy, not sure exactly what they do for the 'sizzle' you speak of.
Radio stations use high end compressors. An FM signal is compressed to hell and back. That may be contributing to the "sizzle". I am betting that nowadays when they are recording their commercials, they are doing like everyone else, and recording into a DAW and using plugins.
