Questions about soundproofing room

I am moving into a house with a full basement and I am wanting to sound proof an area of it for recording, band practices, and so I could just go in there and crank it up and go without having to deal with the neighbors or even moreso police officers as I have with the past. I guess I am wondering how some of you all have gone about doing this. I am looking for a good yet cheap, or cheaper, way of soundproofing. Any help is welcome and appreciated. Thanks.....

"Cheap" and "soundproof" should never be used in the same sentence.

It sounds like you really want sound proofing,
most home studios really, desparately need
acoustic treatment, but don't have to
attempt to sound proof.

It takes mass and space to stop sound.
Period. More mass lets you use less space,
or less mass with lots of space.

The best sound stopping material is poured concrete
about 8 inches thick. And make sure that there
are no holes (wiring, doors, air conditioning, etc.)
in the walls or ceilings or floors.

Short of that, serious folks build a room within a room,
using double thickness drywall, and isolation strips.
Floor on rubber pads, two sets of walls, two ceilings, etc.
It aint cheap, and takes a lot of space.

Can you just find a house in the country?
or bribe your neighbors?
Gig during the work days?
