how to get kinda the t-pain or owl city vocal effect without autotune?

There isn't a plugin that ships with PT that will get that sound. You need to buy a plugin. Like Autotune or Melodyne.

is there a way to get something like it with all the effect that it has on it?

Not really...

Try messing around with the chorus/flanger presets in your delay plugins

The only way to do pitch correction with the built in tools is to use elastic time on the track (which cuts the track into logical slices) and then tuning each slice. It is a very monotonous way of tuning a vocal, but it would only be a way to tune a vocal. It won't give you that T-Pain sound, however. PT8 simply doesn't have the ability to alter a track in that way out of the box. Other DAWs (like Digital Performer) do have the ability to alter the pitch of monophonic tracks in a way that would get you close to that T-pain effect, but that doesn't really help you.

Like I said earlier, the only way you are going to get that sound is to break down and buy the plugins. Sorry.
