Correction: 'the whole song, in relation to other whole songs on the same album'.
But in this day and age of single mp3 downloads, the singles are still being mastered, right?

This is just my opinion
so
IMO the only reason to truly "Master" a single is if it's going to vinyl to make sure it's not going to jump out of the grooves which is still preping it into a master copy for replication on that medium
Otherwise you're just making it loud and eqing to taste in a vacuum which really is just someones personl taste on the mix and the listener could do that themselves with the EQ and volume control on the MP3 player
