Preamps and latency.

I know this is a noob question for someone who has been recording via a computer for a while now but it's something I've always wondered. Do preamps actually add any latency when recording/monitoring? For example, if my PCI soundcard had an estimated 2ms of round trip latency when direct, would adding a preamp in the chain actually add any noticeable latency like (>1-2ms)?

If the preamp is purely analog there will be no audible change.

If the preamp has A/D conversion it could change the latency slightly, but probably not audibly.
 
No a preamp will not add latency.

Latency comes from your soundcard hardware and the software buffers in its drivers.
