Plugs or Programs to Determine RMS value?

So I know in some of the higher end programs, they come with an option that will tell you statistics of your track, one of them being the average RMS of the song. I use Cubase LE, I'm pretty sure it doesn't have this feature (or I have yet to find it).

I use the Roger Nichols Inspector plug-in, which does tell me the exact RMS at any given time. However, it would be nice to have a program or something that can analyze an audio track and give me an average, so that way I can say "Oh this has been mastered to -15" or whatever.

Does such a thing exist?

By the way, I'm looking for free here. If I was willing to churn out money for this I may as well just go buy Cubase 4.
 
I have that and use that for VU monitoring, but it has the same issue that Inspector has, it tells me what it is at any given time but doesn't give me an average throughout a song or a section of a track.

This is really a non-issue for me, it wouldn't directly affect my mixing of anything, but I always read about "Oh such and such song has an RMS of -12" and would like to be able to know what mine would be, just for curiosity's sake.
 
The old Cool Edit Pro would let you analyse an entire section. It's now Adobe Audition, and I don't know if it still has that feature.
 
But that's exactly what I mentioned in my original post. Many higher end DAWs already do this, I'm sure Audition is no different. I'm asking for a (preferably) free program that can do this as well, as I believe Cubase LE does not have this capability. Unless I'm mistaken.
 
Actually found one that calculates the average RMS as the song is played. Pretty spiffy.

No I don't need it I've got "Sound Forge" that does it, But for the benefit of other's who might need something like it.
