I want to record rap music

I have access to $400-500 and maybe upwards to $2000 if some friends get in.

I have a good computer with a cd burner and thats about it.

I need to be able to record vocals, make beats, mix, and add effects

I do not know what exactly I need, I just want to be able to make rap songs that sound somewhat good and then make a cd.

Can someone give me a list of what i need and suggest some products to fill those particular needs.

That's the absolute cheapest setup I would ever recommend to someone who had only a PC and was just starting out and needed EVERYTHING. I put cakewalk instead of the local fav, N-Track, because of the Acid support built in. With Acid loops you can find on the net you can start putting together beats. You have everything here to begin recording right away.
