Is a PCI card the best way to get multiple tracks into my desktop? If so what card would you recommend? I'd like to stay under $150 and I don't mind buying used.

Thanks.

I've been looking around and I can get a M-Audio Audiophile 2496 card for $100. How does this card compare to others? Is $100 a good deal?

The Audiophile is a good card indeed and 100 bucks is not bad....new is around 150-170.
Just keep in mind it only has 2 analog & 1 digital input- output.
So when you say multiple tracks you will need an outboard mixer or track one at a time, otherwise look into m-audios other cards such as the 44, 66, 1010.

yes, the 2496 is a really good option unless you want to record more than 1 track at a time
