I think that means that it still has a copy right... It's just free.

Sorta like firefox... you get if for free to use but you can't claim that it's yours

The second paragraphs smack dab in the middle of that page:

Please select a Creative Commons License during upload so that others will know what they may (or may not) do with with your audio.

What you may or may not do with any give piece of audio on that site is set by the author of each piece of audio and determined by the CCL under which they have published their audio. A description of each of the CCL types is here.

That's cost you $10 for the service of having to read back to you the very web page you linked us to.
