Is there a mic around $200 that will be equally suited to a guitar amp as well as vocals?

Sennheiser MD421 U4 is a great mic for guitars and it can be used for vocals as well. It has a switch that increases bass for instruments and it can decrease the bass for vocals. It is not $200 but $300. You can get it from ebay for a lot cheaper. I got mine for $215.

a shure sm57 will do great on an amp and pretty decent on vocals and is $79 ....a Marshall v67 will do great on vocals and will work on an amp (done carefully) and can be had for under $180....if I were you Id get both...nothing like double micing an amp with a 57 up close and a condenser room mic....could also double mic vocals.....
