Noob question need answering ASAP

Hi guys, I recently got an Audio Technica AT2020 XLR version off ebay and I want to use with with my computer for recordings, Skype chat, voice overs and the occasional podcast. What devices(s) do I need to get to make this work?

From memory I think it's called a preamp or something, but I only have a $150 budget and have already been recommended the ART USB Dual Preamp Audio Interface. Is this preamp good? Are there any others around its price range that will work better?
