Newbie with question re old Teac R2R's

Greetings,
I have an old Teac 2340 R2R that rewinds and fast forwards slowly. I have replaced the belt but it made no difference. Any help appreciated. Thanks.
 
Does the capstan turn? Does the pinch roller snap down to hold the tape against the capstan? If not the mechanism may be glued together with old dry grease. I'm not sure about your model, but sticky relays can do this to some. If the capstan is not direct drive (ie the capstan motor armature) it may be a bad capstan drive belt. Or a dead capstan motor, or a dead capstan motor power supply, a blown fuse or a loose wire,

If you know any electronics, a schematic and a VOM should be all yo need to trouble-shoot this one.
