New card, still the same noise

I dont hear any difference between my old soundcard and my new Juli@... it is very the same, even though the new card and that I now run all balanced cables.

Is it the mic that creates this noise? I have always thought that the noise should come from the cables or soundcard... but this sound strange to me.
Its a condenser for about 120 dollars.

EVERY item in the chain affects the quality. We would need to know your entire chain to comment. What noise is it? Is it environmental noise (Air Conditioners, street traffic)? Condenser mics are very sensitive, so keep this in mind. If you have a crappy mic and upgrade to a better soundcard, all you'll get is a clearer representation of the crappy mic. We need more info!

Alla balanced cables, good cables
Audio buddy pre amp with balanced in/out
Juli@ soundcard also balanced

And a pretty cheap condenser... but i should be good, its not that cheap.
