To my understanding it's the upper and lower partials that are removed (I could be wrong on this). If so, would steep slope high and low pass filters get you in the ballpark?
You could think of it more like a multiband compressor, with a lot of bands. How those bands are handled depends on the encoder. Highs and very lows are typically blacked, but sometimes on a dynamic basis, depending on the resolution. You do save a lot of bandwidth if you toss high frequencies, according to Nyquist.
