is putting a ziplock bag over the microphone while it's still in the mic stand good enough to keep the moisture out? and also, how long does it take after you press the phantom power on/off before it takes effect?

No, but that would help keep the dust out... but, you'll have to put the mic in a sealed ziplock bag with a silica gel pack to keep the moisture out. I power up my mics for about 5-10 minutes before recording just to be on the safe side... and I wait about a minute after powering down before unplugging cable(s).
