on a mixer, are mic preamps the outputs that you use for multitracking?

No, mic pre amps are usually seperate units that you plug a mic into before (pre) you plug into a board or sound card (amp). Some boards have built-in pre-amps, which amplifies (amp) the mic before (pre) the signal goes to a channel.
