MB Sound Card versus Interface

So much to go through here and yet I can't seem to find answers to some questions as a novice in all this digital/analogue jargon.:facepalm:
So here is my situation that I'm looking for answers to.
1) Can a interface replace a sound card when using a PC to stream background music played on the pc media player and singing using a microphone? The stream is sent from the pc over the internet using software designed for that purpose.
Yes it's like singing karaoke. But sound cards in mother boards are terrible at quality and limited in features to enhance mic output. I've tried external sound cards and still can't get the desired results.
2) What does one look for in a interface to be used for the above purpose, if it's possible? Any suggestions as to makes and models would be helpful as well.
